Lily Jane Cobden was born in 1866 in New Zealand – the daughter of William Cobden, a police sergeant, and Mary Ann Keedwell.

She married William Armstrong Willmer, an engineer, in 1891.

They had two children and lived at Bullendale, a remote mining settlement, where Lily signed the suffrage petition.

The family moved to Christchurch in the early 1900s where Lily died in March 1946 and William died in 1952, they are buried together in the Waimairi Cemetery.
