Louie (Louisa Ann) Couper was the daughter of Sarah Ann Couper, who also signed the Petition along with Emily Couper, Louie’s sister. Louie was born in 1869, and was 24 at the time of signing. She married Thomas McNeil a year after and had at least two sons.
