Sarah Phoebe Fox was born in 1870 in the New Zealand – the daughter of William Graham Fox, a police constable, and Letitia Smith Wightman (See 354 Mrs William Graham Fox).

When Phoebe signed the suffrage petition she was living with her family in Earne St, Invercargill.

She married Esdale Lovell, a printer, in 1901 & lived in Wellington – they do not appear to have had any children.

Esdale died in 1927, he is buried in the Karori Cemetery -  Sarah died on 2 November 1949, she was cremated.
