Elspeth Fraser was born about 1825 in Walls in the Shetland Islands.

She married widower Walter Fraser, a fisherman and small crofter, in 1869 and a few years later the family emigrated to New Zealand.

Walter worked as a soap maker and when Elspeth signed the suffrage petition the family were living in Helena St, South Dunedin.

Walter died in July 1907 and Elspeth died later that year on 11 November - they are buried in the family grave in the Southern Cemetery.
