This is probably Jane Jeffrey Lowe - aka as Jeannie/Jeanie
The 1893 electoral roll confirms Great King Street. This lists both Janet Lowe and Jeanie Lowe. There is a Mrs Janet Lowe on the roll, so this record is almost certainly her unmarried daughter, Jeannie.
