Frances Phair was the daughter of Robert Phair and Dora McDowall, one of seven children. Her sister Margaret McCracken (nee Phair) also signed the Petition.

Frances Phair was born about 1852 in County Cavan, Ireland – the daughter of Robert Phair and Dorothea McDowall.
She emigrated to Otago with her family in 1867 on the Silistria.
Frances did not marry. When she signed the suffrage petition Frances was living in High St, Dunedin. She later moved to John St, South Dunedin, where she died on 13 October 1928. She is buried in the family grave in the Southern Cemetery.
