Fany (Fanny) Watkins was born in 1864 in Bristol, England – the daughter of William Watkins, a coachbuilder, and Matilda Grundy. Fanny's sister, Amy Watkins, also signed the petition. 

She came to New Zealand with her family about 1872.

She did not marry and lived with her parents at Reid Rd, Dunedin.

Fanny died on 25 February 1938, she is buried in the family grave in the Southern Cemetery.
