Elspet/Elsie Jane Watt was born on 15 February 1873 in Keith, Banffshire, Scotland – the daughter of John Watt, a farmer and blacksmith, and Jane Newlands. (See 106 Jane Watt)

She emigrated to Otago with her parents in 1874 on the Cartsburn and they settled at Romahapa where Elsie signed the suffrage petition.

Elsie married Isaac William Bustard, a farmer, in 1928. 

Isaac died in 1947 at their home in St Andrews near Timaru and Elsie died at Oamaru on 23 April 1964, they are buried together in the Timaru Cemetery.
