Charlotte Mann was born in 1870 in Croydon, Surrey, England – the daughter of Arthur Mann, a farm labourer, and Elizabeth Mary Sculthorpe.
She emigrated to New Zealand with her family in the early 1870s and when she signed the suffrage petition Charlotte was living in Cargill Rd, South Dunedin.
She married Ernest Frederick Kennard, an engineer, on 16 June 1898 at the Kew Primitive Methodist Church, Dunedin and they had three daughters.
Ernest died in 1940 and Charlotte died on 4 January 1946, they are buried in the family grave in the Southern Cemetery.
