Charlotte Emma Pennell was born in 1866 in New Zealand – the daughter of James Pennell & Catherine.
She grew up in Waitahuna in Otago and when Charlotte signed the suffrage petition she was living in Dundas St, Dunedin.
She married James Rodger, a carpenter, in 1897 – they had no children.
James worked as an architect and builder for the Otago Education Board and some of his work included designing new schools.
He died in 1941 and was cremated, Charlotte died on 20 June 1942, she is buried in the Rodger family grave in the Andersons Bay Cemetery.
