Elizabeth was born in about 1837 in England. In 1860 Elizabeth arrived in Lyttleton, New Zealand on the Gananoque with her husband, Henry Burrows, and their five year old son William. They had another 12 children in New Zealand.

The family lived in Bannockburn and Arrowtown while Henry worked as a gold miner, before they came to Dunedin in about 1885 where Henry worked as a shoemaker.

The family first lived in Filleul St then settled in MacLaggan St. Henry filed a petition for bankruptcy in 1887 but continued working as a shoemaker until his retirement. Elizabeth and three of her daughters, Lizzie, Ellen and Bertha, all signed Sheet 115 of the suffrage petition.

Elizabeth died on 1 January 1905 and Henry died in 1916. They are buried in the family grave in the Southern Cemetery.
