Euphemia Frances Lockhart was born in 1868 in Naseby, Central Otago – the daughter of Andrew Thomson Lockhart and Annie Margaret Gunn. (See 124 A M Lockhart)
Effie came to Dunedin with her family as a child and when her father died in 1873 her mother kept a boarding house for at time.
When Effie signed the suffrage petition she was living with her mother in Water St, Maori Hill.
She married David Peter Laing in 1900 and they had three children, one who died in infancy, before David died in 1915.
Effie died on 20 January 1933 – she is buried in the Andersons Bay Cemetery.
