Elizabeth Baxter was born about 1830 in Midlothian, Scotland. She married John Bower on 15 October 1856 in Edinburgh and they had five children, three who died in infancy.
The family emigrated to Otago in the late 1860s. Their daughter Helen/Ellen was born in 1870 in New Zealand.
In 1881 the family were living back in Edinburgh and Elizabeth was a widow.
They then travelled back to Otago on the the Westland arriving in January 1882 and settled in Dunedin.
When she signed the suffrage petition Elizabeth was living with her family in Park St, Kensington.
She later lived in Kuri Bush south of Dunedin with her son.
She died at her daughter’s home in Invercargill on 13 August 1901 and is buried in the Invercargill Eastern Cemetery.
