Emily Milton Phillips was born in Exemouth, Devonshire, England in 1844 – the daughter of William Phillips, a customs officer, and Elizabeth Milton.

Emily arrived in Otago in 1873 on the Allahadad. The next year Emily married Samuel Bowden Hill, a carpenter. They had no children.

Samuel died in 1915 in Hastings and is buried in the Hastings Cemetery. Emily died on 10 December 1928 at Gordon Rd, Mosgiel.

She is buried in the East Taieri Cemetery.
