Emma Austin was born on 29 April 1859 in Hobart, Tasmania – the daughter of Abraham Austin, a butcher, and Kate Mary Slattery.

She travelled to Otago in 1863 with her family on the City of Hobart and they settled in Dunedin.

Emma married James William Holley, a blacksmith, in 1878 and they had nine children.

When Emma signed the suffrage petition the family were living in Andersons Bay Road.

James died in 1925 and Emma died on 17 September 1951, they are buried in the family grave in the Southern Cemetery.
