Frances Mary Kelly was born about 1853.

She married John Barnett Neale, a blacksmith, in 1873 in Central Otago.

They had four children and lived in Arrowtown, Outram and Dunedin where John worked as a miner then a mine manager.

When Frances signed the suffrage petition she was living in South Dunedin.

John died in Coolgardie, Western Australia in 1906 – he is buried in the Coolgardie Cemetery.

Frances remained in Dunedin, when she died on 1 December 1934 three of her children had predeceased her.

Frances is buried with two of her children in the St Johns Anglican Cemetery, Waikouaiti.
