Frances Jeffreys was born in 1842 in London – the daughter of Rev Charles Jeffreys and Frances Hagell.
In 1852 Frances travelled to New Zealand on the Maori with her mother and siblings, her father appears to have come earlier.
The family settled in Dunedin - her mother died shortly after their arrival in 1854 and her father died in 1862.
Frances married Duncan Malcolm MacGoun, a civil servant, on 20 December 1871 in Dunedin and they had four children.
When Frances signed the suffrage petition the family were living in Charlotte St, Roslyn, Dunedin.
In 1920, when Frances was visiting at Milton, Duncan committed suicide after a period of ill health.
Frances died at her home on 27 September 1928, she is buried with Duncan in the Northern Cemetery.
