Flora Sinclair McKinnon was born on 16 December 1868 in Glasgow, Scotland – the daughter of John McKinnon, a ship’s carpenter, and Flora Sinclair. She came to Otago with her family in about 1876 and they lived in Port Chalmers.

When she signed the suffrage petition Flora was living in Mansford Town, Port Chalmers, with her widowed father. They later moved to Oamaru where her father died in 1910.

Flora married William Henry Watson in 1915.

William died in Clyde, Central Otago in 1928 and Flora died in July 1941. She is buried in the Wanganui Cemetery.
