Florence Eugenie Gough was born in Ballarat, Victoria in 1870. At the age of 20 she married James Chapple, and the two worked as Salvation Army officers until James became a Unitarian minister. They had sixteen children. All but one survived childhood. In 1915, the family travelled to California. After they arrived in New Zealand in 1893, the family lived in many parts of the country. Florence and James eventually retired in Auckland. Florence died in 1960 at the age of 90.
