Florence Annie Fail was born in 1870 in Port Chalmers – the daughter of William Gowan Fail, a waterman, and Eliza.

When Florence signed the suffrage petition she was living with her family in Wickliffe Terrace, Port Chalmers.

She died on 21 April 1894 “after a long and painful illness” – she is buried in the family grave in the Port Chalmers Cemetery.
