Frances Josephine Devereux was born in 1873 in New Zealand – the daughter of Alexander Joseph Devereux, a hotelkeeper, and Mary McClean.
Frances married John Milne on 24 February 1891 in the Waikaia parish and they had two daughters.
When she signed the suffrage petition the family were living in Waikaia.
Frances died on 9 January 1897, at the age of 24 – she is buried in Waikaia Cemetery at the side of her sister who had died one month before.
John re-married in 1900 and had a further five children, he died in 1928 and is buried with Frances and his second wife Euphemia in the Waikaia Cemetery.
