Isabel Susanna Withers was born in London, England in 1856 – the daughter of William Wesley Withers, a carpenter, and Mary Wills Hunt.
She emigrated to Otago with her family in 1875 on the James Nicol Fleming. Isabel married Thomas Borrow, a photographer, in 1879 and they had nine children, two who died in infancy.
When Isabel signed the suffrage petition the family were living in George St, Dunedin.
Thomas died 1925 and Isabel died on 12 February 1941, they are buried in the family grave in the Northern Cemetery.
