Jessie Jane Thomson Scott was born on 30 May 1861 in Sanquhar, Dumfriesshire, Scotland, the daughter of Walter Scott, a cattle dealer, and Janet Thomson.

Her mother died in the 1860s and Jessie emigrated to New Zealand with her family about 1875.

Mary and her family were living at Broad Bay when she signed the petition. Her sisters Ellen and Mary also signed the petition. 

She married Richard Mitchell, a farmer, in 1895. They had two daughters and farmed first on the Otago Peninsula, then at 'Glenim Farm' near Outram on the Taieri Plains.

Jessie died at Glenim on 6 May 1943. Richard died in 1947. They are buried together in the Andersons Bay Cemetery.
