Jessie Annandale was born about 1838, probably in Scotland.

She married John Watters, a contractor, in 1865 and they had two sons.

When Jessie signed the suffrage petition she gave her address as Dowling St, Dunedin.

John died in 1910 and Jessie died on 24 June 1917, they are buried together in the family grave in the Andersons Bay Cemetery.
