Julia Frances Shelton was born in 1871. She was among the first signatories of the petition. Her address is listed as Hornby Christchurch. Her name is next to Kate Sheppard.

Her parents, William and  Mary Shelton emigrated from London in 1866.

She is listed in the Electoral Rolls as a residential nurse at Sunnyside Asylum, Christchurch in 1900 and 1905.

Julia married Frederick Harrop, carpenter in 1912, when she was 41. She had one daughter.

She died 31 January 1828 at Halswell.
