Louisa Ann Tighe was born in 1846 in Portsmouth, England – the daughter of Edward Tighe, a gunner and driver in the Royal Artillery, and Elizabeth Mears.

Louisa emigrated to Otago in 1875 on the Waimea and the following year she married Francis Forrester, an iron turner.

They had one son and when Louisa signed the suffrage petition the family were living in Cutten St, South Dunedin.

Francis died in Dunedin in 1919 and Louisa died at Pukeuri, where her son was living, on 30 March 1920.

They are buried together in the Andersons Bay Cemetery.
