Louisa Mann was born in 1865 in Croydon, Surrey, England – the daughter of Arthur Mann, a farm labourer, and Elizabeth Mary Sculthorpe.

She emigrated to New Zealand with her family in the early 1870s and when she signed the suffrage petition Louisa was living in Cargill Rd, South Dunedin working as a dressmaker.

She died on 1 April 1909 and is buried in the family grave in the Southern Cemetery.
