Louisa Lucy Callan was born in Dublin, Ireland, the daughter of Owen Callan.
She married Thomas James Milligan in 1861 in Victoria, Australia.
The family came to New Zealand in the 1860s, where they had seven children.
When Louisa signed the suffrage petition the family were living in Alexandra St, Caversham.
In the late 1890s the family moved to Perth in Western Australia, where Thomas worked in the mining industry.
Louisa died in Perth on May 25th 1903, and Thomas died in 1906. They are buried together in the Karrakatta Cemetery.
