Mary Ann Cook was born about 1848 in Surrey, England.

She had a son in 1868 and she married Martin William Lowen, a gunpowder maker, in 1870 in Middlesex.

They had two sons before they emigrated to Otago about 1873.

They had a further seven children after their arrival, one who died in infancy. They lived first at Moeraki before moving to Palmerston, where Mary signed the suffrage petition.

Martin died in 1897 and Mary remarried in 1909 to widower James Neil, a farmer.
