Lily Grove was born in 1873 in Lancashire, England – the daughter of Edward Grove, a shoemaker, and Fanny Susannah Dodd.

She emigrated to Otago with her parents and six siblings in 1874 on the Tweed. When Lily signed the suffrage petition she was living in York Place, Dunedin with her family.

She married Richard Joseph Williams, a motorman, in 1900. They had six children and in the 1900s the family moved to Wellington.

Richard died in 1911 and in 1913 Lily married Frederick Houldsworth, a civil servant. Lily and Frederick had a son in 1914, before Lily died on 21 January 1922.

She is buried with her first husband in the Karori Cemetery.
