Mary Duggan was born about 1847, possibly in Ireland.

She and her husband William Duggan had eight children, two who died in infancy, and when Mary signed the suffrage petition they were living in Opoho, Dunedin.

Mary died at their home on 8 January 1910 and William died in 1920 – they are buried together in the Northern Cemetery.
