Janet Frew was born on 17 June 1861 in Slamannan, Stirlingshire, Scotland – the daughter of Thomas Frew, a coal miner, and Mary Wilson.

She emigrated to Otago with her parents in the 1860s.

In 1879 her father died in the Kaitangata mine explosion leaving her mother with five children to support.

Janet married Edward John Gibb, an insurance agent, on 19 June 1889 in Dunedin, they had no children, and when Janet signed the suffrage petition they were living in Forth St.

Edward died in 1938 and Janet died on 4 January 1943, they are buried in the family grave in the Northern Cemetery.
