Biographical information provided for by Sarah Hewitt for the He Tohu exhibition:

It is most likely that this is Emily Foskett, wife of Henry Foskett (b.~1862, Nottinghull, Middlesex, England,  d. 1942 Napier), Platelayer. They married in 1890.

Emily was born Emily Melinda Jones in 1874 in New Zealand to Alfred William and Salina Jones. Henry and Emily had a daughter Maud Elizabeth in 1891 who died in 1892 aged 6 months old.

Emily herself died in August 1893 aged 19 years old, before the law was changed allowing women to vote.  It should also be noted that she was too young to sign the petition (under 21) which might explain the vague name she gave.

Henry remarried in 1900 to Mary Robinson (c1863-1945) and died in 1942 leaving her and their 4 children.
