Louisa Atkins was born about 1845 in Middlesex, England.

She married James Jelley, a boot maker, in 1865 and they had four children before they emigrated to Otago in 1874 on the Tweed.

A further four children were born in New Zealand. When Louisa signed the suffrage petition the family were living in York Place, Dunedin.

Louisa died on 10 May 1893 and James died in 1914, they are buried in the family grave in the Northern Cemetery.
