Janet Todd was born about 1851 in Glasgow, Scotland.

She married James Russell, a joiner, on 2 January 1871 in Glasgow and they had two sons before the family emigrated to Otago in 1875 on the Auckland.

They had a further four children in New Zealand and when Janet signed the suffrage petition she was living in Main Road, Caversham, Dunedin.

Around this time Janet separated from her husband and he eventually went to live with their son in Masterton.

Janet died at her home on 19 January 1929, she is buried in the Southern Cemetery.

James died in 1930, he is buried in the Archer St Cemetery, Masterton.
