Rachel Richards was born in Canterbury, Kent, England in 1845 – the daughter of Thomas Richards, an agricultural labourer, and Harriet Raines.
She emigrated to Otago in 1874 on the Surat and was married to William Scott, a tobacconist. When she signed the suffrage petition Rachel was living in Elm Row, Dunedin.
William died in 1908 and Rachel died on 15 June 1925. They are buried together in the Northern Cemetery.
