This is probably Emily Elizabeth Tanner, wife of William Wilcox Tanner (1851-1938). 

William Tanner was a Liberal MP representing first the Heathcote and then Avon electorates between 1890 and 1908.  His entry in the 1940 Dictionary of New Zealand Biography  says, 'In 1877 he married Emily (d. 1927), daughter of John Browett; and two years later they sailed for New Zealand, arriving at Lyttelton by the Waitara in Dec 1879.'

The 1893 electoral roll lists Emily Elizabeth Tanner, Ferry Road.  (William was a member of the Ferry Road (later Woolston) school committee.)
