Janet Cochrane Budge was born on 25 April 1866 in Edinburgh, Scotland – the daughter of William Budge, a grocer and Margaret Hall Henderson.

Janet’s father appears to have died in the 1870s and she emigrated to Otago in about 1879 with her mother and other members of her extended family. Janet lived with her mother in Lower York Place, Dunedin and it was there that she was living when she signed the suffrage petition.

She died on 23 July 1925 and is buried with her mother in the Andersons Bay Cemetery.
