Phoebe Ellen Manton was born in New Zealand in 1872 – the daughter of Charles Manton, a carter, and Emma Topp.  

She grew up in Oamaru and when Phoebe signed the suffrage petition she was living with her family in Wharf Street working as a dressmaker. 

She married James Stewart in 1910, they do not appear to have had any children. 

James died in 1937 and Phoebe died on 9 April 1956 – they are buried together in the Oamaru Cemetery.
