Rosa Ann Drinkwater was born in Christchurch in 1878. She was unusually young to have signed the suffrage petition, being only 15 years old at the time. 

She was named after her mother, Rosa Ann Woodage, who was born in 1840 in Berkshire, England. At age 18 she married John Drinkwater, a labourer, with her sister Harriet acting as their witness. John, Rosa and their five children, immigrated to New Zealand in 1875, probably on free passages offered under the Vogel Scheme. A further four children, including Rosa Ann, were added to the family after their arrival in Christchurch. She died in childbirth when the younger Rosa Ann was only six years old.
