Ann Scruton Waters was born about 1833 in Yorkshire. She married Thomas Woods, a blacksmith, in York, Yorkshire in 1867.

They had two children although one died in infancy. The family emigrated to New Zealand in 1879 on the Otaki and settled in Dunedin, living in Bathgate St, South Dunedin. Ann's daughter Mary also signed the 1893 petition.

Ann died at her home on 16 November 1917 and Thomas died in 1920. They are both buried in the Southern Cemetery.
