Biographical information provided by Briar Barry, Alexander Turnbull Library, for the He Tohu exhibition:

There are two Eagles on the 1896 Kaiapoi Electoral Rolls that could be Ellen Eagle, Elizabeth Ellen Eagle and Frances Ellen Eagle. They are likely the daughters of William Eagle who had a seat on the Kaiapoi Borough Council for many years and sisters of Isaac Nickles Eagles, a storeowner and photographer who took many photographs of the Kaiapoi Woollen Mills. 

'Ellen Eagle' of Kaiapoi also appears on sheet 269.

Francis Ellen Eagle (nee Evans) was the wife of Isaac Nickles Eagle. They married in 1896.
