Emily Jane Salsbury was born about 1833 in Hull, Yorkshire, England – the daughter of Charles Salsbury and Sarah Belfore.

She married Thomas Waugh on 15 June 1858 in Lowick, Northumberland.

The following year Emily and Thomas emigrated to Otago on the Alpine.

They had eight children and lived in Invercargill where they ran a grocery shop before Thomas was appointed as the first Corporation Gardener.

When Emily signed the suffrage petition they were living in Ness Street near their daughter Emily Kingsland. (See 362 Emily Jane Kingsland)

Thomas died in 1896 and Emily died on 10 August 1903. They are buried together in the Invercargill Eastern Cemetery.
