Janet/Jessie Miller was born in 1870 in New Zealand – the daughter of Robert Miller and Elizabeth Graham McNeill.

She spent her early years at Waitahuna in South Otago before the family moved to Dunedin.
When Janet signed the suffrage petition they were living in George Street and Janet was working as a housemaid.
She married Frederick Pennell, a butcher and miner, in 1899.
They lived in Kaitangata then in Waitahuna Gully and they had four children.
Frederick died at their home in 1941 and Janet died in Lawrence Hospital on 5 May 1944. They are buried together in the Waitahuna Cemetery.
