Lily Tulley was born in 1864 in London, England – the daughter of Thomas Tulley, a bootmaker, and Mary Elizabeth Bacon. (See 39 Mrs Tully)
She emigrated to New Zealand with her family in 1872 on the “William Davie” and they settled in Dunedin.
When Lily signed the suffrage petition she was living with her family in Waverley St, Kensington in South Dunedin working as a tailoress.
She married John Passmore, the widower of her twin sister Rose in on 24 May 1899.
Lily and John had two children and lived in Lower Hutt, Wellington where Lily died on 10 May 1933 – she is buried in the Taita Old Cemetery.
John remarried the following year, he died in 1941 and is buried with Lily.
