Conscription ballot, 1916

Government Statistician Malcolm Fraser’s staff prepare for the first conscription ballot in November 1916. The first numbered ballot ball drawn by Fraser denoted a drawer of registration cards, while the second signified a card in that drawer. A magistrate and a constable were present to ensure that the ballot was conducted lawfully. The women of the Statistician's Branch would conduct 22 more monthly ballots before the end of the war.
