A ceremony for the raising of the New Zealand flag at the Courthouse, Apia, Western Samoa. This photograph was taken between 1935 and 1940.

Alfred Turnbull was acting New Zealand Administrator at this time. The new New Zealand Labour government repealed the Samoan Offenders Ordinance and recognised the Mau as a legitimate political organisation in 1936, but Samoa did not achieve independence until 1962.
